Effects of War
War almost invariably leads to, and often encourages, torture, rape,
and other extreme human rights abuses that go beyond its stated purposes.
Even among the most restrained and best-disciplined forces of war there
are likely to be a few who will take advantage of their power, and the
conditions of war allow others to take advantage as well. But most forces
of war are not the most restrained and best disciplined. Some deliberately
use such means in order to intimidate those they consider their enemies.
USA-government supported regimes (rebels in some cases) throughout Latin
America, most recently in Colombia, have been notable for this.
War frequently robs people of what is rightfully theirs by taking or
maintaining control of land, resources, possessions, political systems.
Some examples: The ongoing Israeli war against Palestine, the ongoing Chinese
suppression of Tibet, the secret CIA war against Guatemala which overthrew
the democratically elected government in 1954 and took the land of poor
peasants there and gave it to United Fruit (now Chiquita) so they could
continue to sell us bananas at a steep profit. The 1991 war and subsequent
sanctions and occasional bombings against Iraq.
War creates orphans and bereaved family members. For those who have
lost a close friend or relative in an unexpected and untimely death, whether
to disease, a motor vehicle crash, a shooting, or anything else, think
about what that meant for you and for others who were close to and/or dependent
upon that person. Then multiply that by many thousands, perhaps millions,
to get an idea of the predictable results of the present war on Afghanistan
and others.
War is, to some degree at least, inherently unjust. Those who play no
part in waging a war, especially young children, invariably suffer, whether
directly or indirectly. With increased development and use of weapons of
mass destruction in the past century, civilians, who constituted about
half the victims at the beginning of the 20th Century, have become the
great majority of victims.
War and preparation for war are said to be "likely" the single largest
source of pollution on the planet. Chemical toxins dropped during the USA
war against Vietnam, for instance, killed or injured about 400,000 people,
and resulted in the following two decades in the world’s highest rate of
spontaneous abortion.
War testing can harm anyone, including innocent people and those involved
in the testing. Nuclear testing provides the best known example of this,
with devastating effects to whole populations due to resulting radioactivity.
Less known are effects on military personnel as well as civilians who have
been used as guinea pigs, often unknowingly. Nuclear and other testing
has displaced entire peoples, such as from Vieques Island in Puerto Rico.
And some other forms of testing have also done much harm. For instance,
there is strong evidence, though it has not been officially admitted, that
a stray missile being deliberately tested in a populated area struck a
civilian airliner off Long Island in 1996 killing all 212 passengers and
18 crew members. And much testing of dangerous agents is known to have
been conducted against civilian populations in the USA some years ago by
the military and CIA.
War and the threat of war have helped sustain and bolster production
and sale of addictive illegal drugs. Such drug addiction in the USA has
actually reflected the ups and downs of support for dictatorial regimes
that finance themselves largely through these illegal drugs.
War can have lasting ill effects on veterans and on those close to them.
For instance, a survey of veterans who had seen combat in Vietnam showed
that they were, many years later, five times as likely as their civilian
counterparts to report averaging one violent act a month. And the psychic
effects are profound, widespread, and lasting, "with significant potential
to have a profound effect on society at large." The effects on marriage
have also been profound, with high rates of both divorce and domestic abuse.
With half a million PTSD-affected Vietnam veterans, conservatively estimated,
every one of them on average has traumatized four other people, mostly
family members, "who are then capable of traumatizing others in the next
generation, mostly their innocent children. And so it goes, spreading in
exponential fashion, through the generations until we find ourselves in
an epidemic that we blindly refuse to blame on our military, domestic and
foreign policies."
Some of those figures may not apply to USA soldiers and other who have
waged war since. They are increasingly able to rain destruction on people
from afar, without ever coming into the close combat conditions that are
most traumatic. On the other hand this, combined with increasing military
control over wartime information, may make it easier for soldiers and others
to accept war. For instance, those who, often with little danger to themselves,
have dropped bombs on Iraqi and Afghani civilians, thereby committing mass
murder of innocent people, have been hailed as heroes by the military-propaganda
complex. Many USA citizens, well-insulated from the realities of the victims’
lives, have bought into that mind manipulation. In addition, increasingly
sophisticated training has effectively overcome the resistance that most
people naturally feel toward killing their fellow humans.
State warfare reinforces the class divisions that help perpetuate gross
inequalities. Hierarchical military organizations seem to be more effective
at killing than those less hierarchical. And war is typically used as an
excuse to push through laws that benefit the powerful. Tremendous subsidies
have already been given to airline owners, among others, thanks to intensive
lobbying from big campaign contributors, and serious attempts have been
made to push through even greater subsidies for many powerful corporations,
though with limited success so far.
War involves propaganda and other lying which damages trust in government.
The CIA propaganda budget alone has been said to be greater than that of
the largest commercial news agency. At least 1200 military personnel are
commissioned at one military base to spread "selected information" to the
media with a view toward shaping perceptions. These and other military
propagandists are known to have worked for CNN and other "news" organizations.
The Pentagon has hired a public relations firm at $3500 per day to improve
"public diplomacy". In October, just before starting the bombing campaign
against Afghanistan, it purchased the rights to the only independent satellite
pictures of the country, assuring that it would maintain control over those
images. And Charlotte Beers, a top advertising executive from a prominent
Texas oil family, was appointed as Under-Secretary of State for Public
Diplomacy and Public Affairs. The idea is to "sell" the war just as Madison
Avenue sells products. The White House met with various Hollywood figures,
who agreed to help "get the message out about America". This continues
a long tradition of Hollywood pro-war propaganda.
War diverts the energy of many who might otherwise work constructively
to make our world a more secure and just place.
War is often used as an excuse to avoid governmental problems or to
take governmental measures that would otherwise meet too much resistance.
War creates fear, suspicion, intolerance, and hate.
War ultimately weakens the social bonds that are the basis of civilized
society.
War breeds more war and other forms of terrorism and repression in a
cycle that is extremely difficult to break. Some of this is pretty straightforward;
sometimes it is not easily predictable. Warfare in the Middle East has
shown this clearly enough, for those who care to open their eyes to it.
The USA has borne much of the responsibility for this in the past 50 years.
War means loss of civil liberties among civilian populations. The present
war has resulted in over 1000 people of Middle Eastern heritage being arrested,
often for no more reason than having associated with people suspected of
involvement in attacks against certain USA institutions. Many rights normally
given arrestees are being denied. Others have been harassed because of
their known opposition to war and policies of oppression even though they
are known to be strictly nonviolent. Preparations at this writing are under
way for military trials for some accused of "terrorism"; trials which will
lack many of the safeguards that still exist in civilian courts. Conversations
between those charged and their lawyers may now officially, in many instances,
be monitored. This is bound to have a chilling effect – on those who can
still even obtain lawyers.
War robs us of resources that could and should be used in constructive
ways. The expenditures for the present "war on terrorism", expected to
top $100 billion, are already jeopardizing funds for medical care and for
many other needs and programs that benefit citizens and communities. This
is on top of existing military expenses, past and present, which total
about $670 billion for fiscal year 2002. Think what that incredible amount
of money could do to make all of our lives better!
